TRAINING
Ancitel Lombardia’s training contributes to the development of the public administration culture by fostering the exchange of experiences and best practices among personnel from different entities. The programs offered in 2009 attracted over 9,000 attendees.
PUBLISHING & COMMUNICATION
During the year 2009, the editorial management activity of the monthly magazine “Strategie Amministrative” was consolidated and successful, with a focus on advertising collection and the management of the online version, as in previous years.
“Strategie Amministrative” is a monthly news and commentary magazine for local government administrators and officials, printed in 25,000 copies and distributed to all Mayors, Councilors, Municipal Council Members, Secretaries, and executives of local authorities in Lombardy, Lombardian Parliamentarians, and directors of the ASL (Local Health Authorities) in the region.
In 2008, the new website of the magazine was launched, allowing for multimedia contributions and reader comments.
During the year, the magazine increased its pagination and published five special monographs. Additionally, the magazine’s website saw an increase in the number of visitors.
On behalf of the Province of Cremona, an information system for municipalities was developed and managed through newsletters, the website of the Provincial Trade Fair System, and promotional materials for the events of the System.
Activities were carried out to support the promotion and communication of events for the Agency for Non-Profit Organizations (ONLUS).
A catalog was created describing the services offered by the company to municipal administrations.
RISORSECOMUNI
In November 2009, the eighth edition of “RisorseComuni” took place in the prestigious spaces of Palazzo delle Stelline in Milan. This event, promoted by ANCI Lombardia and organized by Ancitel Lombardia, was dedicated to promoting innovation and efficient resource management in local public administration.
RESEARCH
For almost a decade, the Research department of Ancitel Lombardia has been conducting quantitative and qualitative investigations aimed at studying various aspects concerning Lombardian Local Authorities.
In specific study areas, Ancitel Lombardia is capable of proposing, in addition to a comparison between the results of multiple homogeneous surveys on the statistical representativeness level, data derived from census surveys involving nearly all Lombardian municipalities.
Ancitel Lombardia primarily directs its research activity towards the supply side of policy activities, i.e., towards those who prepare and implement intervention policies, following a methodological approach that directly involves the stakeholders.
The results of the research provide valuable elements for:
– strategic support to policies.
– design and evaluation of policies and services.
– understanding the needs, expectations, and behaviours of population groups.
– trend and scenario analysis.
During the year 2009, Ancitel Lombardia conducted numerous research activities commissioned by IreR, the Regional Research Institute of Lombardy, Regione Lombardia, and Lombardia Informatica. In particular, the titles of the research conducted are:
– The state of associative forms among local authorities in Lombardy
– Activities and projects for young people in Lombardy. Survey of interventions implemented by Municipal Administrations as of 31.12.2008
– Plan for the aggregation of Local Police Forces into homogeneous territorial areas
– Youth in the province of Monza and Brianza
CONSULTANCY
In 2009, a series of consultancy interventions were carried out for Regione Lombardia on the topics of commerce and promotion of small and medium-sized enterprises, activation of an information and support service for municipalities on waste collection and disposal and gas distribution, management of the third funding call for the acquisition of low or zero environmental impact vehicles by municipal administrations, management of a portal for local public services, and the definition of a regional monitoring system for Lombardian youth policies.
Based on funding from Regione Lombardia for innovative youth projects, Ancitel Lombardia contributed to the management of the Hubyoung project – a platform for enhancing the human capital of young people.
Consultancy activities on information systems directly carried out for municipalities were aimed at supporting processes of change in the field of technological and organizational innovation.
For municipalities intending to select the most suitable form of gas network management, legal and technical assistance services were provided.
In the field of managing privacy-related issues, operational assistance paths for law enforcement were defined and offered. Assistance to municipalities was also provided for the management of new cadastral functions within municipalities.
Interventions aimed at Lombardian municipalities were carried out to activate projects within the new National Civil Service system. Administrative, secretarial, and financial support services were provided to the Non-Profit Organizations Agency (ONLUS).
