The preparation of the financial-economic plan and the tariff plan is an activity of great complexity and strategic relevance.

With ARERA resolution no. 389 of 2023, rules have been defined for the biennial update 2024-2025 of tariff provisions, and at the same time measures have been introduced to provide adequate coverage for the higher costs incurred in 2022 and 2023 due to inflation, safeguarding the economic-financial balance of the management and the continuity in the provision of the service while ensuring the sustainability of the tariff to users.

The financial-economic plan for 2024 will be based on the final data for the year 2022, which are already strongly influenced by the increase in prices, especially regarding fuels, raw materials, and personnel.

In such a context, municipalities will need to acquire the necessary skills to manage and mitigate the increase in tariffs, using the tools provided by regulation and current laws and regulations.

AnciLab offers municipalities a specialist service capable of supporting entities in complying with regulatory and normative provisions.

The service includes:
a) BIENNIAL PEF 2024/2025 REVISION – AnciLab will support the Municipality in the process of:

  • Acquiring data from the waste service manager.
  • Identification of cost components related to activities managed “in-house” by the Municipality, also with reference to capital costs.
  • Preparation of calculation tools and accompanying reports for the PEF, according to the templates established by ARERA.
  • Identification of any new forecast components, for example, in terms of quality.
  • Verification of coefficients for the completion of the plan and reconciliation components.
  • Updating of the standard requirement, as per Article 1, paragraph 653 of Law no. 147/2013.
  • Verification of compliance with the conditions set by ARERA, particularly the limit on annual tariff growth.
  • Any preparation of the application to exceed the limit.
  • Support for the transmission of the plan to the Authority on the dedicated portal.
  • Response to any requests for clarification/supplementation from ARERA.

b) TARIFF PLAN DEVELOPMENT – AnciLab will support the Municipality in applying the tariff methodology, following these steps:

  • Identification and classification of service costs.
  • Division of costs between fixed and variable and allocation of fixed and variable costs to domestic and non-domestic users.
  • Calculation of tariff items, fixed and variable, to be attributed to individual user categories, based on the formulas and coefficients indicated by DPR 158/99.
  • Definition of different possible alternatives in identifying the most appropriate tariff, considering the intrinsic characteristics of users.
  • Application of typical reductions and benefits.
  • Conducting simulations of revenue, based on the tariff assumptions previously identified.
  • Identification of the plan that best meets the principle of fairness and cost distribution.
  • Evaluation of any specific cases that could cause difficulties for categories/users and identification of corrective actions to be taken.

c) TARIFF REGULATION UPDATE

The service aims to support the Municipality in updating the TARI Regulation in accordance with regulatory updates. The activity will be carried out with a particular focus on the definition of reductions and benefits, to ensure the full legitimacy of what is defined in the tariff plan.

DOCUMENTATION

AnciLab will acquire the necessary documentation through a document exchange platform accessible to the Municipality’s designated representative. Access to the platform will be activated upon contract subscription. AnciLab will verify the completeness of the documentation and initiate the service, with any online meetings with the Municipality for clarifications. At the end of the activity, the updated documentation will be returned in text format via the platform and via Certified Email (PEC) to the Municipality.

AnciLab acquisirà la documentazione necessaria tramite una piattaforma di interscambio documentale accessibile al referente designato dal Comune. L’accesso alla piattaforma sarà attivato con la sottoscrizione del contratto. AnciLab verificherà la completezza della documentazione e avvierà il servizio, con eventuali incontri online con il Comune per chiarimenti. Al termine dell’attività, la documentazione aggiornata sarà restituita in formato testo tramite la piattaforma e via PEC al Comune.
